Jerrold (Ryan) Kemmer engaged in sexual contact against a known adult male. Contact included touch. Kemmer accessed the victim by providing a ride in his vehicle. He took advantage of the victim's sleeping state in an effort to maintain control. Additionally, Kemmer has impersonated a peace officer in order to be granted unmonitored access with children.
