In 1992 and 1997, Herbert Hubbard engaged in sexual contact against known teenaged females. Contact included penetration. Hubbard had used his established relationships of trust to attain and exploit unmonitored access. In order to maintain control, he took advantage of one victim's vulnerable state and used force against another.
