Offense Information

Patrick Rowley has a history of engaged in sexual conduct against unknown female and male children. Conduct has included solicitation, exposing and surreptitious recording. Rowley accessed the victims while they were in public settings. He would approach them and use shock in an effort to draw the victims' attention. In addition, Rowley was found to have possessed and disseminated child sexual exploitation materials (CSEM) via the internet.
